Comcare is a statutory authority of the Australian Federal Government established under the Safety, Rehabilitation and Compensation Act 1988 and covered by the Commonwealth Authorities and Companies Act 1997.

Some of the changes the Abbott Government has proposed include:
- Any employer who operates in two or more jurisdictions can apply to join Comcare as a self-insurer.
- Group licenses allow related businesses to obtain one group license.
